The American Concrete Institute (ACI) has announced the appointment of Hector Perez as Manager, Latin America Region, effective March 23, 2026. In this newly created role, Perez will lead efforts to expand ACI’s technical programs, partnerships, and market presence throughout Latin America. Perez brings a strong blend of technical expertise, international experience, and industry knowledge to the role. He holds a bachelor’s degree in architecture from the Monterrey Institute of Technology in Monterrey, Mexico, and a Master of Science in Construction Materials from the Autonomous University of Nuevo Leon, also in Monterrey. During his graduate studies, Perez conducted hands-on research in the university’s concrete laboratory, performing testing on concrete specimens and gaining a strong foundation in materials performance. Following graduation, he served as a Technical Sales Engineer at Euclid Chemical Company Mexico, where he spent approximately three years supporting customers with technical solutions and product applications. Perez later relocated to the United States to join Germann Instruments, Inc., a manufacturer of nondestructive testing systems for concrete structures. As Operations Manager, he oversaw a wide range of functions including production of testing equipment, field testing operations, domestic and international sales, marketing, shipping logistics, and technical services. In his new role at ACI, Perez will be responsible for identifying, planning, and implementing initiatives that advance ACI’s technical programs across the Latin America region. He will serve as a key technical resource, delivering presentations, demonstrations, and communications to diverse stakeholder audiences. “We are excited to welcome Hector to ACI,” said Frederick H. Grubbe, executive vice president, ACI. “His technical background, combined with his operational and international experience, positions him well to bolster ACI’s presence in Latin America and support the continued growth of our programs in the region.” Perez joins ACI at a time when the Institute continues to deliver on its recently revised Strategic Plan. A key component of the plan is to engage members and prospective members globally while increasing ACI's international participation. In June 2025, ACI named Zhu Lui as director of the Asia-Pacific region, joining Ahmad Mhanna, director of the Middle East/North Africa region, Bernie Pekor, senior director of international affairs, and Kelly Dudley, executive assistant, in ACI’s International Affairs team.
